Quite frankly I don't think this kind of thing works. If an area is attractive to business it will have businesses and jobs. Trying to force the issue just doesn't work. The exact opposite of what liberals and minorities want is enhanced law enforcement but IMO that would likely be the only thing that would make such an area attractive to businesses and improve a community. If it helps fine. I'm more than a little skeptical and I wouldn't spend money in such a way.
