This is not really about leaping to a conclusion.  It is about perpetuating an ongoing narrative that whites, especially the kind who support Trump, are evil racists and that blacks, even millionaire celebrities, are victims of racism and violent white oppression.

Though I do believe Smullett was not the kind of victim he made himself to be there is something wrong with this thing by John Cardillo.  He list the bill stalls on 12/19 then one week later???  Well we know it could not be the month year of 12/19 as that is 10 months away.  Additionally if she introduced the bill Dec 19th we know that Jussie reported the attack on January 29th?    Am I missing something here??

This bill was in the works since June 2018.  Its conception had nothing to do with Smollett although the "attack" was being used as a reason why the bill was necessary.
