It was already known that Comey wasn't going to see charges, even though they were recommended.
McCabe on the other hand might catch the hammer.

Comey acted personally--I think for the right motives--but he broke his department's policy in a way that helped Trump win and also in a way that helped show Trump's attempts to obstruct justice. Trump should both thank and hate Comey.
None of that was criminal behavior. It was an example of Comey inserting himself into the process in a way that he shouldn't have done. Mueller showed how to stay above the fray and just do your job. Lawrence Walsh too. Ken Starr, not so much.
