To be crystal clear, I'm only scoffing the frauds that use a message to gain a following to make money or otherwise get gain from preying on people's fears or emotions.

I believe in the core message of Revelation.....I believe there will be a judgment. I even believe fully what Jesus said about the travails about the earth. I think it's being misapplied here.

Out of curiosity, what does that have to do with the belief that 40 days of rain could drown the world? Nevermind the fact that the Bible authors believed that there was some kind of physical structure holding the rain in the sky and that Noah built a cruise ship with no power tools, I'm sure the story is completely factual.

It is not the duration of the rainfall that matters, it's the volume of water. 

40 days of raining buckets in sheets will produce a lot more water than 1,000 days of a light drizzle.

Are we living in “the last days”?

Yes. World conditions as well as Bible chronology indicate that the last days began in 1914. At that time, Godâ€s Kingdom began ruling in heaven, and one of its first actions was to expel Satan the Devil and the demons from heaven and restrict their activity to the earth. (Revelation 12:7-12) Satanâ€s influence on mankind can be seen in many of the bad attitudes and actions that make the last days “critical times hard to deal with.”—2 Timothy 3:1.

Jesus' charge to us is not to warn of conditions. It was to spread the gospel and make disciples.
