I think the problem is that Congress has abdicated its duties and have handed off so much power to these executive agencies to work independently. I highly doubt these exact allocations were detailed in a Congressional bill. They likely just allocated USAID X amount of dollars to perform their mission and didn't really ask questions. I say that, because Rand would stand up yearly and talk about all this waste these agencies were doing from the agency budgetary reports, and no one ever seemed to care.
The problem I have with people on here is that everyone thinks this is some leftist conspiracy to funnel money to their pockets. Yes, but it isn't only the leftists doing it. Everyone was complicit. There's a reason Rand, and to some extent Massie, were the only ones consistently speaking up about this. They are all in on it. Just look at their portfolio performances. For those that have been made public (both R and D), they outpace the best hedge fund managers in the world with their gains. There's an ETF setup that just follows Pelosi's trades. This isn't a leftist problem, it's a grifter problem. Unfortunately the people that seek the kind of power found in national politics and have the backing to get there are mostly fraudsters themselves. It may be totally legal, but they are still fraudsters skimming money from the American coffers, or redirecting it to friends.
I agree with you. Congress has shuffled off responsibility to the agencies for “filling in the gaps” of the bills they pass. One of the SCOTUS rulings last year(Chevron?) attempted to address that iirc.
And yes, it’s both parties. And there are very, very few that are exempt

Ok, well, it's been exposed now, and only one side is fighting like hell to save the status quo. That tells you who was benefitting more from this waste of our tax $.
