I don't have a source for this, it's just from memory. In the past, I remember the criticism of the Obama deportation numbers was that they included those turned away at the border who never officially entered the country. If that is true, it makes sense that a large proportion of deportees did not have a hearing.
I could see that because the Obama admin played this weird game of being “pro immigrant “ but then also ended up bragging about their deportations. So I have no problem believing that they’d fudge the numbers to make themselves look a certain way.
