Romans 8:29 ESV

29 For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn among many brothers.

This verse further demonstrates that many Godless souls are born and, apparently, destined to eternal destruction or non-existence.

Psalm 58:3 ESV
The wicked are estranged from the womb; they go astray from birth, speaking lies.

Ephesians 2:8-9 ESV
For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, not a result of works, so that no one may boast.

Even the Spirit of truth, whom the world cannot receive, because it neither sees him nor knows him. You know him, for he dwells with you and will be in you.

Galatians 4: 28-29 esv

28 Now you,[f] brothers, like Isaac, are children of promise. 29 But just as at that time he who was born according to the flesh persecuted him who was born according to the Spirit, so also it is now.

When studying the issue of election and predestination, it isn't sufficiently looked at merely with individual Bible verses.  One has to consider the nature of God as disclosed in Scripture.  Is God just a hapless spectator watching the universe unfold as people decide on their own to choose him or not? Does Jesus stand back in the corner like someone waiting to be chosen for a street ball game saying "Please choose me!".  That doesn't seem like much of a God.

I think you're right.  I think God looks at humanity and makes himself known to those that are redeemable in his eyes, I guess.

I think salvation is a great mystery that we can only know from what Scripture says about it.  Yes, God does the choosing it seems but we have no way of knowing why at this point.  One thing we do know is it has absolutely nothing to do with any special actions or natural abilities on our part.  Salvation is monergistic.
