The link you have above is not twitter but Wa-times.   When you go to a twitter tweet the key is to find that small V to the right of the tweet  and usually above a picture or video.  It's a drop down box.    CLICK it and the drop down will show EMBED TWEET.   Click that and you'll see a screen showing COPY.  Copy it and come here.   Hit the text bubble in replying next to PHP and paste the embedded tweet there.  Hit reply.  You are done.
