Baltimore's issues are more complicated than drugs and sex. Drugs and prostitution have existed and will exist indefinitely. We can either continue to waste money on faux wars, continue to punish people who are doing nothing wrong or do what is right and change the laws.
Drugs and prostitution are just characteristics and by products of the people there. Legalizing them won't do anything positive but will encourage those activities and increase crime in lower crime areas. You are 100% wrong. I have done drugs with c-level executives and I've done drugs in an apartment with people who smoke crack off of tin foil. you can get prostitutes in the most run-down areas of a city, and you can also get them by going online to specific websites. you're only fooling yourself if you think either of those two things is unique to Baltimore or any other poor area.
