His district is 60% black. You could have George Washington and Thomas Jefferson running it and it would still be a crap hole.
You can blame Cummings or these other black politicians who kowtow to liberal ideology, but the truth is the voters are really stupid for electing these carnies.  The black politicians run on VOTE FOR ME as I'm not a white republican, and I'll vote to give you free stuff; and forget holding anyone accountable. When you reward families for never uniting in marriage, and get money for children born out of wedlock, and food stamps, and housing and healthcare there is no reason to be a good citizen and work hard to get ahead like it was prior to the 1960s. The government is the problem not the race of the people.

The people elect the government and this is why blacks vote 90% Democrat and why black districts tend to elect worthless race baiting demagogues like Cummings, Shelia Jackson Lee, and many others. This is what blacks want and expect from government.  Black districts are cesspools because they are black. Having conservative GOP politicians preside over them wouldn't help them much. That would not end the violent and dysfunctional behavior unless measures were taken that would be considered racist and illegal today.
