A thought, any time there is some rally likely to generate some counter, position high def cameras that will show what happened clearly, and then do the usual thing.  

If you really resist arrest while causing a disturbance, or worse, it should involve some sort of penalty and go on your record.   I'd go with a stiff fine, or prison time in lieu of.

If you attacked an LEO, prison time, if you have no record.

I'd be in favor of the Singapore approach in such cases, but realize that won't fly in the US.
