I was in the HOV lane at 0545 and a NJ State Trooper motioned me to move to the next lane. I believe the HOV hours are 0600-0900.

Every time I drive on the NJ Turnpike during the HOV hours I see people driving in the lane without a 2nd passenger. They also tend to drive between 85-90 mph. They must not be getting ticketed or don't care.

What's the amount that typically makes one eligible to use that lane?  I'm guessing 4 or more?

The HOV signs just read 0600-0900 North bound and 1600-1900 South bound.

NJ has 3+ rule. That's really going to lesson the traffic heading into NYC.  Rolleyes

Hybrid vehicles, buses, and motorcycles can use them anytime regardless of the number of passengers.
