How would our criminal justice system differ if "we" recognized that race is more than skin deep?

Black folks would get stiffer sentences than white folks for the same crime?

Perhaps we would focus on long term or permanent incarceration more and less on reforming and rehabbing people inclined toward violence and crime.

Why race? Why not gender? ~97% of violent crimes are committed by men.

How does a LEA go about crime prevention via targeting certain populations?

The problem isn't necessarily arresting criminals.  Most of the violence in black high crime and violence areas is by people who have multiple convictions.  What we need to do is permanently take these people out of commission instead of turning them loose.
