This might actually mean something, at least short term anyway. The southern border of Mexico is fairly short and parts of it are a river of some note. Mexico was overwhelmed previously, so troops should help, if they get there and can do stuff.
The requirement that refugees seek asylum in the first country they enter might also help. https://www.npr.org/2019/06/07/730283772...ew-tariffs Mexico's foreign minister announced on Thursday that 6,000 national guard troops would be sent to the country's southern border with Guatemala. Though, that force was recently established and has not gotten up and running, with estimates of full operations to be underway by 2021. The agreement did not include a demand from the U.S. that Mexico agree to a "safe third country" designation, requiring the country to permanently accept most asylum seekers from Central America.

This could be viewed as a “win win†for Mexico as it gives them license to openly eliminate the competition their workers have to the US market. All the while keeping them in Trumps good graces
